Looking for some help trying to pinpoint the problem. The freezer and fridge have stopped cooling. The lights come on but the condenser isn't turning on apparently. The other weekend I bought a 120V 1500W heater for my garage and plugged it into the same outlet which tripped the breaker. Although I can't say 100%, I'm almost positive the fridge hasn't cooled since then. I saw in the parts diagram something called an "overload relay". Is that basically a fuse for the condenser?

How can I trouble shoot this and try to fix it myself?

Here are your parts includes a wiring diagram
Replacement parts for FRIGIDAIRE GLRT13TEB3 Frigidaire/refrigerator | AppliancePartsPros.com

Here is a wiring diagram from Frigidaire
http://manuals.frigidaire.com/prodinfo_pdf/Anderson/240379014.pdf

Just so we ghet our terminology the same:
1. I think you mean the compressor is not running (Item 29 in Section 4).
2. The condenser is the soils under the unit (Item 1 Section 4)
3. The condenser fan is the fan which cools these coils (Item 60 in Section 4)
4. The evaporator and it's fan are in the freezer compartment (Item 15 in Section 4 and Item 13 in Section 2)

There seems to be a problem with the documentation on this unit.
The parts wiring diagram and parts listing shows a defrost timer (Item 23 in Section 3) but the wiring diagram from Frigidaire shows an adaptive defrost control board.

Since all fans and compressor are off it sounds like you are stuck in a defrost cycle.
If it is a defrost timer:
There is usually a hole in the cover to let you rotate the timer cam with a screw driver. Try rotating it. If it fires up then odds are the timer is shot.
Note: It only turns in one direction.

If it does not fire up:
Unplug the unit and remove the two wires going to the control thermostat.
Short them together.
If you have to tape them up so they cannot short to anything else.
Plug it in.
If it fires up odds are the control thermostat is toast.

If it does not fire up try rotating the timer cam again.
If it now fires up then the control thermostat is toast.

If the unit has a adaptive defrost board.
Try the thermostat test.

I am assuming that you have given the unit at least 45 minutes plugged in to see if it will start up. The defrost cycle is 30 minutes every 8 hours of compressor run time.

If it were stuck in defrost would that effect the fridge as well? Also, would't the unit have two separate thermostats- one for fridge and one for freezer? There are separate controls for each.

Yes because all cooling comes from the freezer evaporator coils.
Also since defrost shuts off the evaporator fan no cold air is pushed into the fresh food section.

It is hard to tell just looking at the parts breakdown.
Many times all the fresh food control does is open/close a vent between the freezer and fresh food sides thus regulating the amount of cold air entering the fresh food section.
On other units this vent has it's own mechanical thermostat which open/closes the vent dependent on temperature.
I think yours is the former.
