Here are your parts includes a wiring diagram.
Replacement parts for AMANA AER5515QAW RANGE- S/C F/S ELE | AppliancePartsPros.com

Does the broil element work?
If not then it could be a power problem.
Although the wiring diagram is not very legible, it looks like the thermal limiter (Item 18 in Section 1) would kill power to both elements.

You may want to remove the bake element and check it with a meter. Most are around 20 ohms. Not unheard of to get a bad element.

Check the wiring from the control board to the element.

Power Check
If the stove top elements work OK then power is probably OK.
Try flipping the breaker off/on slowly a couple times, sometimes you can loose half the line without actually tripping the breaker.
If this does nothing, check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Be careful as 240 volts is lethal !!!

If all the above OK then it is probably the board.

i have continuity to the back of the circuit board, not sure about voltage, but i am pretty sure there is voltage to the back of the board, could it b e the temperature probe? if so, would i just check the OHMs?

If it was the sensor then the oven will probably give a false ready.
In other words it thinks it is at set point and therefore does not heat.
