I'm pretty sure that I need a control panel, as the lights only intermittently work,and the start will not work at all. I've cleaned the contacts where the ribbon plugs into the control box.
My question is: does the panel include the ribbon assembly (ribbon and contact strip behind the 'buttons'), or is this a separate part?

It comes as assembly, including the ribbon cable. If you need the correct part number, post the color of the control panel.
