I have checked the float and the inlet valve. Voltage is lost at the valve just when the water starts to pool.

Did you check the float switch, or just the float, itself?

Checked for dirt and checked voltage! I am reading 120 at the valve while it is filling. When valve is closed the volatge drops and the water has not even reached the float.

Disconnect the valve wires. Checking for continuity, you should find it (since you say that it begins to fill. Now heat it up with a heat gun or blow dryer and check again for continuity. If you now get continuity, the valve can be ruled out as the faulty component; but if you DON'T see continuity, replace the fill valve.
