Bought the cooktop new on ******** from appliance store. It replaces a Kenmore cooktop with the electric coils from the 70's. I swapped it out and connected red to red ... black to black and green to white. I live in Levittown, PA and I'm not sure anything is really grounded properly!
My cooktop heats up great, but I've tried to boil water on two burners so far. One of them was the quick boil. Lights red instantly, gets very hot, but as it seems it gets close to start to boil the burner goes out for a few seconds, comes back on for a few seconds, goes out .... etc.
I have the power off at the breaker for now worrying that it's not wired correctly.

Thanks for the reply. The guy that has worked on many of my appliances told me the same. He said that these burners heat up and go on and off to raise the heat evenly. When I finally read all of the manual it told me the same.
