Only second time oven ever used, both elements in oven won't heat at all, but when set to broil, top element heats.

Based on the wiring diagram I have ,

When you select Bake, both elements (lower and upper) are energized.

When you select Broil, only the upper element is energized.

Are you sure the upper element is not on when you select Bake ?

Do you have access to a multi meter, so you can check for circuits and voltages ?
