Our chest freezer is not working perfectly....does the area of the external panel (has air flow slates/openings) housing the compressor need to be open to the air? Presently, the freezer is in a tight spot & the panel is up against a shelf & obstructed.

Yes they should be open to the air.
If not youur compressor will run hot, reducing it's efficiency and lifetime.
