I have a GE dishwasher that won't fill up completely. I have cleaned out all debris, checked the float (it functions fine), and changed the inlet valve. Nothing has helped. Any other ideas?

You did not include a model number but on most units float does not effect the fill level, it is just an overflow protector.

My first guess would have been the fill valve but to have replaced this.
Is the water pressure in the rest of the house OK (hot only)

The fill is simply a timed operation.
Most installations include a shut off valve in the water line perhaps this is reducing the water flow.

If water flow is OK then all that is left is the timer.
