I thought I might have a bad condenser fan motor. I tested voltage at wire harness connector at the motor and I have 13 volts from red to white wires and 13 volts from pink to white wires. So, I thought I had a bad motor and I replaced it but it is still turning very slowly, just like the old motor. What is the proper voltage I am supposed to have if it is different? Or maybe they just sent me a bad motor? And if so, what would be the resistance readings on the motor? Your assistance is greatly appreciated :D

You have a bad control board, it is located behind the panel at the back of the refer, left side with 3 screws. Probably says technicians only on it.
