You load it up and push the button.
It goes through the preliminary rinse cycle without incident, drains the water then stops. Will not proceed to the wash cycle or beyond.
There are no untoward noises, loose connections or other obvious mechanical faults that I can find.
The display, user and main boards appear visually OK - no obvious burn-outs.

Any Clues?

I'm sorry, model ADP951 is not a US model and we have no information on it. Maybe one of our volunteers might help.
