The Top rack spray arm on my dishwasher is not turning when the water is being sprayed through it. I have taken off and cleaned w/o any luck

The system is designed to operate only one spray arm at a time. During the first wash and first and second rinses, only the lower spray arm operates. In the second wash, third and fourth rinses the spray arms alternate about 90 seconds.
If this is what happened with your dishwasher then there is nothing wrong with it.

I watched the cycle with the door opened the bottom arm turns fine when it switched to the upper arm the water stream spays from the top nozzel into the funnel, the water sprays out of the ports of the sray arm but it does not rotate.

Check how freely the spray arm is moving. Make sure the check ball in the pump is free of any hard water deposits and moving freely as described in the attached file. Gene.
