I have a SS Frigidaire side by side that is dispensing water out the front of the fridge every 30 minutes or so, when the Ice Maker asks for water. Seems as though when the Ice maker asks for water to make Ice some of the water makes it to the Ice maker but most shoots out the Water Dispenser then down the front of the fridge.

Any idea what could be causing this? The repairman that has come out says he's never seen this.

If no one has worked on the water supply to the refrigerator,or the fill valve itself, I would suspect a warn or stuck plunger on the dispenser water valve.

This would be a mechanical failure in the valve itself and would require replacement. the dispenser section of the fill valve could remain slightly open and when the icemaker calls for water to make ice it would also allow water to the dispenser to flow.

If someone has worked on the valve previously I would suspect a miss wire at the fill valve itself.

Part number AP4298908 water inlet valve would be required.

The repair man replaced the water valve you mentioned and the problem continues. His opinion is that the problem lies with the circuit board where the water dispenser is. He claims that the circuit board is asking for water through the water dispenser instead of the ice maker and that that part needs to be replaced. Does this make sense?

I was not aware that a technician had replaced the water valve.

Yes, checking the wire harness to the dispenser and replacing the dispenser control board would be next most logical step in repairing your refrigerator.
