Based on the information you supplied I would have to suspect your problem is in the drive system of your unit : motor,belt pulley/cam assembly, brake and posibly the gear case. Reccomend you check the motor and carriage assembly for free and proper movement and belt for excessive wear or stretched.
I do not believe your tub bearing is at fault as it usually does not make a popping or snapping noise, however the other components I suggest you check could make that noise.

I believe the parts numbers you are requesting are :
AP4024823 - belt
AP4009132 - thrust bearing kit

If you check or replace those components and your problem still exists, I would reccomend you contact a servicer to finish the needed repairs. There would be special tools required to access and repair the tub bearing assembly or gear case as that would be where your problem exists.

I take for granted you are discussing the snubber assembly ?

There should be some powder on the base and snubber assembly, but not as much as you describe. The powder(corn starch)is used as a lubricant between the base and snubber assembly.
If your snubber is warn, that could also cause a poor spin, but I would expect a bang noise(from the tub assemblies hitting the cabinet interior) not a popping or snapping noise.

I have heard some servicers use 2 or 4 screws approximately 2 to 3 inches long and that are the same size and thread as the screws that hold the brake stator to the support base.(could be acquired at a local hardware store)
You would need to remove the belt and thrust bearing kit for access to the brake stator and rotor. You would remove the original screws(2 or 4)from the stator(this is when you go to the hardware store and purchase the longer screws) and then install the longer screws, you then would remove all the screws , except the long screws you just installed.

You would then unscrew the longer screws evenly and only a few(4 or 5) turns at a time until you have released the pressure off of the rotor tension spring(approximately 200 lbs. psi).You would then need to lift the tub assembly up high enough to remove the old part and set the new snubber in position for installation with the stator and retainer screws using the reverse procedure. You do need to install the original stator screws, if you leave the long ones in they will jam on the base of the machine and create other problems.

I believe you should be able to perform this repair in approximately 45 to 60 minutes using basic hand tools and screws. but you must use extreme caution when dealing with the brake stator and rotor spring.
