It looks like some part of the bolt holding it on sheared off, leaving some fibers, etc., exposed. The rest of the washer works fine and I'd hate to get a new one if just this one part doesn't work. What all is involved in getting it to rotate again?

Check the pump filter and the rinse arm (#6 & #7 at the diagram). If they are clogged with a hard water deposits, clean them with a white vinegar and a soft metal brush or just replace them.
