The back wall of the freezer is full of ice but the freezer will not freeze a bottle of water. Seems like the defrost might be running continuously. Not sure if this fridge has a separate defrost timer.

Most commen p[roblem with these is a defrost heater. Use a hair dryer to melt the ice in back of the freezer panel, pull out the defrost heater. If black it's probably broken. Get the heater at this parts site.
