I need to replace the orifices in this cooktop, but am unable to remove the burner base because I can not remove the electrode nor can I find a nut driver that will fit through the base. How do I remove the electrodes?

The igniter (aka ignition electrode) is holding in place by the clip (#168 on the break down diagram) under the top panel. To remove the igniter just carefully pull it up. Here are the break down diagrams for the GE cook top Model JGP962BEC1BBGene.

How do I get to the clip. I guess that I need step by step instructions on how to remove the orifice.

You can not get to the clip until you remove the top panel. Just carefully pull the igniter up. Gene.
