My maytag washer is not spinning or washing. I believe its the timer that has burned out. I took out the timer but unable to test it to ensure that it is bad . How do I perform a resistance/continuity test on this timer?

The timer may be the problem, but they rarely fail on these models.

I would first start by testing the lid switch, or by passing it to see if that fixes things. If that is ok, see if the washer will drain, and if so, check the coupling.

There is a Tech sheet under the console, it should tell you test points for timer. Most likely the problem is the Lid Switch or Drive coupler. Does washer try to run after filling? Make any noise? Or just sit idle and do nothing?
