Our washer if very slow to fill. I replaced the water hoses and verified that we have water pressure at the washing machine. Is there a valve / controller that can be replaced?

Your water mixing valve may be clogged or restricted by calcium or other mineral deposits.

Also could be a partially plugged filter screen on the input side of the water valve.

If it is dirty clean it do not remove it permanently from the unit as it is there to keep crud out of the valve which could hold it open and cause a flood.

I am assuming you checked the hoses by running them into a pail. Sometimes hose can de-laminate internally and greatly reduce the flow even though there is still pressure at the ends.
