On this dryer, do you remove the panel from the front or the back in order to replace drum belt?

Take off the access panel in the back. Then use a screw driver to release the top by inserting it in the gap between the top and front near the edges to release clips. The top will flip up, the front can then be removed and the belt replaced.

You will use the access panel in the back to hook the belt over the tension pulley. Look at belt diagrams in the Sticky at the top of this page to see how it goes.
