The water won't drain unless you take the hose from its "holder" and lay it on the ground. My guess is that the pump is bad and needs replacing.

Thats a good guess make sure the timer is sending power to the pump...if you set it on spin you can here the pump humm.. then there is probably something in it and just need cleaned
