The lower bake element burned through causing arcing. I installed a new element but it will not heat up. I checked the voltage, I have 120 volts on the red wire and no voltage on the other yellow wire coming from the control panel. Shouldn't there be 120 volts coming to each end of the element when it is the bake cycle? Was it posable that when the element burned though that it also damage the control unit? All other functions work on the control unit except the back cycle.

Ok, I assume that you have a meter. Kill the power to the oven, and pull the bake element out. Now, put one of your meter lead on one wire and the other laed on the other wire. Then turn the power on, and turn it on bake. If you read 120 volts, the new bake element is bad. If you don't read 120 volts accross the the 2 wires, you need a control.
