Wondering what to replace? Want to replace the water inlet because the cold side is covered in rust. But will that have anythig to do with the rinse cycle not workig? If not, what part would I be replacing for that?

Rinse is always cold. No cold water at the inlet valve will cause the rinse cycle to fail. Here's your valve part number:
Part number: AP3861119
