Checked both elements on this oven and they Ohmed out at 21 each. Elements seem to be working both on bake & broil. however, I tried to bake cornbread and the top did not cook very well. Thanks.

Place a good oven thermometer in the middle of the oven. Set the temperature control for 350°F, wait about 10 minutes after the oven preheated and check the temperature inside. Post the results.

The model number you posted does not come up. Verify and repost it.

It's my understanding that the top coil is used for broiling and goes on when the oven tries to heat. If you put any thing in to bake before the oven is preheated, the top will get too done and the inside won't have cooked.

The baking comes from the lower element. Your shelf should be the second rung from the bottom. Wait until your oven has preheated before you put your 'cornbread' in to bake.

Tried that and still the top does not brown,,,any other ideas?

Have you measured the temperature in the oven?

Preheat lamp goes out after a period of time. Hve not measured temp in oven. How do I do that?
