I have an RCA refrigerator/freezer, model MTX14CYXKRWH. Defrost drainage is dripping onto the refrigerator compatment. Is this a cleanout issue or parts failure issue? I am looking for advise so i can fix it the first time in.

Odds are very high that it is a drain tube clog.
First check it at the drip tray to be sure it is not clogged there with dust etc.
Once you get it clear it is a good idea to flush it with a 10% bleach solution, let it sit for about 15 minutes between flushings. This should kill and let you flush out the crud that often grows in these tubes.

Just be careful to not overflow your drip tray.

It is also a good time to clean the condenser coils and fan under the unit.
