Maytag side by side Freezer cold, Fridge not so much.

I’ve had a few repairs and now I’m trying to do this for myself. Last repair was a new control board. Previous to that I believe it was a thermostat and defrost timer. Also, at one time the drain got plugged up.

Something isn’t right with the defrost system. The evaporators are freezing over up high, but not down low by the defrost heat element. Cpmpressor and fan working fine.
What could it be?

1) defrost not hot enough
2) defrost not long enough
3) defrost not often enough
4) Possibly poor air flow (vent may have been blocked by plastic bag)

I defrosted it a couple days ago and am read to go back in to see if it’s icing up again already. I think I might be due for another timer (if that is seperate from the main board).
