Recently I have noticed a build up of ice in the bottom of the freezer compartment. From time to time water leaks from the freezer onto the floor. I also notice that the coils of the defrost no longer get red hot like before. Could it be that the defrost heater is not working?

You could ohm out the heater to see if its working propery. As for the ice, more than likely the drain is clogged or iced up. YOu will need to get to the evaporator to open the drain. If it's just iced over, you can pour hot water down it to open
