I just acquired this used dryer. Exchanged cord from my old dryer. Turned it on and the outside of the dryer got hot to the touch. The clothes inside the drum stayed wet and cold. Could I have hooked up the wires wrong??

Definitely try what denman said and remove the vent from the back and then turn it on and let us know if it is pushing a lot of air through the vent. if so, is it cold air or warm air coming out?
