Sorry I am missing something here.
Why would someone tell you it is the timer when the noise is from the motor area?
I would have thought is was a jammed motor.
From your comments I assume that you replaced the timer, correct?
You have to figure out what is making the noise: wash pump, drain pump or the timer motor?
Very strange that it still makes a racket when the timer dial is set to off.
Does it stop if you leave the door open?
Remove the kick plate so you can see what is going on.

Am I correct that the unit used to work OK and this is a recent problem?

Something is very weird.
If you look at the wiring timing chart you will see that during OFF there is a spot when all contacts in the timer are open so this should kill power to everything.
A large portion of OFF is also Delay Time but the timer is not advancing even if it is in this mode.

I can see one timer motor buzzing but the odds of two of them is very, very strange.
Check your power going to the unit, it should be 120 volts.
Do it with and without the unit plugged in to see if something is drwaing the voltage down to a level where it cannot run the timer motor.
This is a bit of a long shot because even if your power is low you should still be able to get it to shut off using the dial.

Unplug the unit. Remove the inner door panel and carefully check the wires going from under the unit to the timer perhaps two of them are shorted together.

Unplug the unit, set the timer to off and remove the connector from the timer. Then check the timer contacts as per wiring sheet. All should be open. If you find a closed one it may help diagnose the problem. My idea here is that a component is drawing too much current but is not a dead short and it has welded the timer contacts together.
The most likely culprit would be the main motor.
If you do not have a meter disconnect the motor and it's capacitor.
Now does the buzzing stop and the timer advance?

You have me scratching my head!!!

Could be either, usually just something stuck in the chopper but the motors can also burn out or their bearings seize.
