I recently was frustrated by this top loading Maytag washing machine I was working on(Model# MAV5000AWW, S#10..., approximately 8 years old). Original problem customer called in was based on that that on the spin cycle inner tub was loosing its speed and didn't dry cloth enough from first time. Customer had to force to run washer two-three times on the spin cycle itself before they could get dried cloth.

First of all I wanted to find out what are common reasons causing the inner tub loosing its speed.
I Replaced transmission, motor, pulleys, belt. Still no results.

Looks like there is lack of tension on the belt.

Did you check the motor plate and how it's moving?

The easiest way to find out if the problem is there to push the motor outward while the washer is spinning.

Also check how free is the pump turning. If the pump bearing is bad and the pump is not moving freely it will decrease the speed too.

Here are the break down diagrams for the Maytag washer Model MAV5000AWW

I did that all, lubricated motor plate, tried to push motor, water pump pulley moves freely.
Do you think that brake package could make any problem?
The last thing left to replace timer, btu I really doubt that it might be a problem as it provide the same voltage during standard and decresing speed of the tub.

Maybe this Maytag technical bulletin will help you.
