electric dryer heater element comes on then quits
I would suspect the thermostat is bad.

Fix the problem?
I cannot say.
This is the high limit thermostat with a thermal fuse.
The actual cycling thermostat is Item 14 in Section 5 on the units blower housing. Note: this tstat has an internal heater which is turned on to provide lower machine temperatures. So make sure to note which wire goes where as there are 4 wires.

I am assuming that the drum continues to run.
Have you tried different cycle types and temperatures to see if there are any differences?
Either the Safety Thermostat (Hi-limit) or the Thermostat (Cycling) could cause your problem but so can some other things..

I would try the following first:
Undo the dryer from the exhaust
Run a load
If the load dries correctly then you have a vent problem.
Clean/check the vent system. Make sure the outside louvers open fully.
Also clean/check the blower wheel.

If you do not want lint in the house.
Take a pair of pantyhose, put one leg into the other and attach this to the dryer exhaust.
Leave enough room behind the dryer so it can blow out like a windsock.
Run a load.

Both the above will allow you to check the air flow and temp.

Which thermostat did you buy operating (cycling ) or the hi-limit?

How do you know the thermostat is kicking shutting it off?
And which thermostat is shutting it off?

Note that just because the vent is clean does not mean that you have good air flow over the heating coil.
Things that can effect this are:
Dirty or loose blower wheel
A lint filter that is coated with fabric softener residue
A seal or gasket that is leaking.

You are actually sucking the air over the coil and through the drum so any large air leak in the system will reduce the air traveling over the coil causing it to overheat.

Also does the coil heat up fairly evenly. Sometimes a coil can break and touch the case depending how/where is breaks it can get very hot and cause an over heat condition.

Does sound like either an air flow problem or the operating thermostat's (Item 14 in Section 5) contacts are welded together.

If you have checked the air flow/seals I would replace the operating thermostat.

You could check it by heating it up. I use my soldering gun to heat it's face plate you could also heat it up on a stove element and see if it opens.

Be sure to mark where it's wires go as it is a 4 wire thermostat.
