The feezer has ice in the bottom. I tried to remove the panel located in the back but could not seem to get the bottom one off. I did try and clean the drain in the back, but did not seem to help. Probably need to get that back panel off to clean the drain out so when it defrost the water can flow to the drain pan? Help is appreciated

You need to get that back panel off to gain access to the pan under the defrost heater. Once there, remove all of the ice build up and check for anything that could be clogging the drain hole. Since this unit has a loop defrost heater, check to see if one of the heater rods are close the drain hole. If so, install a heat probe(part#819043). That should extend into the drain hole and keep it free from ice build up.
