Motor not turning. Tech came and said board was fried, probably an electric surge. Cost to fix $400++.

Is this the "speed control" shown on the Tech Sheet? If so it would be easy to access and replace.

That is probably what the tech meant, since this part fails somewhat frequently on these machines, but since you have the tech sheet I would try to do the trouble shooting and diagnosis tests before commtting the funds.
