The fan below the icemaker surges which in turn makes a howling noise. It does not do it all of the time. Can anyone help me?

Probably a bad motherboard in the back, AP4436216. If you leave the fridg. door open, the freezer fan should go to full speed and the noise will go away, this would confirm it.

If it is the motherboard it will be the 2nd replacement in 3 years. The 1st one was replaced under warranty. Is this a defect that would extend the original warranty since it does not seem like they have gotten it right yet?

If it is less than one year old, it is covered under the warranty the supplier offers, but I don't think GE will replace it free. You also can search Google for any litigation on this problem.
