The washer doesn't seem to go into the rinse cycle. Is this an easy fix or should I just scrap the thing?

Can you provide a little more detail?

When it gets to the rinse cycle does it fill with water like it should?

Did it spin out the wash water?

It is actually a washer I gave to the in-laws. I haven't actually seen the issue happen, but I believe it won't hold water when it goes into the rinse-cycle.

If when it's filling with rinse water, the water is running out the drain hose at the same time, it's siphoning. The drain hose needs to be elevated higher. Needs to be higher then the top of the tub.
