My Sears Kenmore oven burner is acting up. When I turn on the oven, the igniter comes on and the burner fires after about 30-45 seconds. The burner runs normally for around 30 seconds, then the flame starts to die down and sputter. It might go back up to normal flame height, but it will again get very low and sputter. Because it is so low, it cannot heat up above 300 degrees. If I turn off the oven and turn it back on, it will repeat the above behavior.
The top burners and the broiler work fine. I thought it might be the igniter, so I swapped the broiler igniter and the over igniter, but the oven burner continues to have the problem.
Could it be the valve? If it was a problem with the regulator, wouldn't the broiler also show problems?
How do you replace the valve? Thanks.

Most likely the problem caused by the gas safety valve. This part is not too difficult to replace yourself. You need two adjustable wrenches and a screwdriver. Do not forget to shut off the gas and remove the power first. - The part number for the gas safety valve is AP2633268 Gene.

I replaced the safety valve and the oven burner is still malfunctioning. Now it lights for around 30 seconds, then goes out completely. It then cycles on and off every few seconds. The igniter stays on during this.
The voltage on the leads going into the safety valve is around 2.8 VAC.
I tried swapping the wires between the broiler and the oven on the control circuit board. I then turned the oven to broil. The over burner came on as expected, but it continued to go on and off every few seconds.
