When I first run some hot water I get perfectly hot water for about a minute then it starts to tail off quite a bit. I changed the elements and that did not help. Then I changed the upper and lower t-stats and that did not help. Any idea why it would be right up to temp and then tail off so quick ?

The one side is burnt up. The other side is still good. So one element is heating. As you shower the cold water comes in and knocks down the temp very quickly with a bad breaker.
