Washer filed and started washing cycle and stopped. I manualy advanced timer to spin and washer started spin cycle, pumped water out and stopped at the end of cycle. Now washer will not fill or wash but will still run through spin cycle. Do you think it is the timer?

It could be the timer, but let's check a couple of other things first. 1. Use your meter to determine if 120v is going to the water valves when they are supposed to be filling. 2. The hot cold water inlet valve is working. I hot wired 110VAC and the valve immediately opened when both sides were energized. There was no 110VAC from the washer leads when the timer was set on fill. I then manually filled the basket with water and the timer went through the wash cycle and stopped at the fill for rinse. I refilled tub with water and the timer went through rinse cycle. It seems both fill valve and pressure switch are working. Timer bad ?

Yep, almost certainly the timer is bad. The only other possibility is that the water level pressure switch is stuck in the "filled" position, but this is pretty rare and I assume you checked it out per the manual.
There may be more than one timer for your model, so call in the order to this site or wherever you get your parts from and give them the serial number to be sure.
