I have a Frig dryer that runs but no heat. Wiring diagram shows a black plastic ring that is the "Heater" thermostat. This surorunds the control thermostat. Heater thermostat reads 7.0 with meter. is it bad?

If your control thermostat is not open, it should be ok. Here is the service manual which will show the location of other thermal devices which could be causing your problem.

Be sure and check that 120v is getting to each side of the connection block. Also check your heating element.
