I am trying to remove the lower wash arm assembly from my dishwasher, there appears to be a plastic retaining (screw?) in the middle of the assembly, but it is not turning (at least not easily). Anyone know how this works?

I'm assuming you are talking about the lower spray arm hub (#4 on the diagram). Hold the spray arm with one hand and turn the hub CCW. You can carefully use a pliers.
