Dryer will not heat on lower heat cycles. It will heat on higher heat cycles. Could it be the cycling thermostat?

Because your cycling thermostat is a bias thermostat I think it is likely the problem. And because it is inexpensive it makes sense to change it out and see if that fixes the problem. Here is the part
