I have a 40" Gibson stove that turns the right front eye on by itself. Also the digital clock has quit keeping time. It just stays on the time you set it to. What is wrong?

I have a Gibson 40" Model MEF402WFW1 that turns on one of the eyes by itself and has shocked the tenant who uses it. He said it knocked him against the sink. What would cause the burner to turn on by itself and how can someone get a shock? He was wearing rubber soled shoes and was dry. Serial number NF82100229, Mfd, May 1998 in Canada.

I myself have never come across a range with an element switch that failed in such a manor.
