Problem started today, where the heat is intermittent. I've found that when the unit has no clothes in it, the heat works fine. Once clothes are in, no heat. Also, no heat until the unit has a short period of down time between runs....heating element or thermostat?

Well this is a mystery, I mean the dryer is an inanimate object, it does not know if you have clothes in it or not.
I suspect the problem is a broken heating element (if you have an electric dryer) or problems with the gas burner system, coils, igniter etc (if you have a gas dryer). Get a meter and check continuity in your thermal fuses/thermostats, and if they check out check the heating system itself.
