I have confirmed heater is fine , replaced timer and thermostat/bimetl still frosting up as did before and still only cooling to about 40 on cool days. This is a garage fridge, It does not feel like the fan in the fridge area blows enough??????? Help!!!!!!

Well, that fan must run. The fridge gets its cold air from the freezer through a vent between the freezer and fridge.The fan in the freezer blows air through it. There is a flap you adjust with the fridge temp. control. Make sure it's opening and closing when you adjust the fridge temp.

What do think about the frost build up on the lines in back?

If the coils are lightly frosted all over that is normal. If just the top or bottom is frosted or iced it is low on freon. If it is heavily iced all over, the auto defrost system has failed. Since your heater and defrost thermostat are good, your defrost timer is the only defrost part left. Part 4 on this diagram is your timer.> http://www.appliancepartspros.com/sect/f/1/p/f1p65c2sjj.gif

Timer is new also. ? is if the loose blk wire on this model goes to the # 2 pin or #1 pin ?? also two green wires on old timer not used ground is internal correct ??
