I just swapped out a new inlet valve and I know i have water flowing into valve but it doesn't appear to flow through. I hear the valve clicking, so I assuming it is opening and closing. It just seems like nothing is passing

You can disconnect the line coming out of the valve and watch it when someone tries the dispenser. You can see it coming out immediately. It may take a minute to get to the dispenser since it has to fill the reservoir in the fridge. It shouldn't take that long to get to the ice maker.

If it doesn't come out the valve, make sure the screen filter on the other side of the valve isn't stopped up.

Thanks woodchuckie. I tried that already and there is no water coming though from the main hard line. it doesn't make sense

You probably have a clogged saddle valve on the water line in the house.
