The rubber coupling has disinagrated and I need to order a new one but am not sure if the part below it is part of the coupling or the coupling
fits on top of it

It's a very simple fix, but some are reluctant to do it because it does take a little prying. Watch the video below which should give you an idea of how easy it is to repair.
