I will need your model# in order to help you further, I take it this is an older unit, so open the fridge door and look down at the bottom right see if there is a model tag there, if not there look up at the ceiling of the refridgerator section or on the right side wall, last place to look would be on the floor of the refrigerator side take out the bottom drawer and see if it is there

Unfortunately I do not have a meter for checking. The fridge is still shut down and there is no glow or warmth coming from the heaters.

Visually look at the glass the heater wire is in, you may need to take the 2 screws off the bottom heater to see it, look and see if it is black inside the glass tube

Here is my latest info for you:
Model # TFX271MA
Glass heaters with coiled wire inside.
The fridge has cycled back on. I tried turning the defrost timer dial until it clicks. This is not shutting down the fridge anymore. I turned it around twice and the fridge did not shut down. Also there was not glowing from the wire elements inside either of the heating tubes.
I just replaced the defrost timer yesterday.

Without being able to get voltage readings or continuity readings, based on the info I would say your heaters are bad, turn the fridge off, and defrost the coils with a hair dryer, one all ice is removed put it back together and check the temps tomorrow, if temps are good tomorrow, then it is most likely your heaters, part# WR49x392......You did say that the freezer fan was working right?

I can definitely tell you that there is electricity going to the heater coil I thought I would take one out and look at it and like a dumb ass I failed to unplug it first. I disconnected 1 side and when i went to disconnect the other side I shocked the shit out of myself.
I am defrosting the chunks of ice off with a hair dryer. Oh wise one smarter than me...what should I do next?

yes everything should shut down. Is that what your coils have looked like this whole time? or did you just defrost it? Does the frost move up all coils, or does it stay at the first coils mostly?
