The oven wont heat up. The bottom element is cold. The broiler seems to work ok.

Unplug the unit, or turn it off at the breaker. Remove the bake element far enough to disconnect at least one of the wires. Test it for continuity. If it is open, replace it. If it has continuity, you may have a bad control.
