GE side-by-side water/ice dispenser stops working during defrost

Recently my old GE - GSHF5KGXECCC started behaving like this: At random times water dispenser (also ice) stops working for a while. Then starts working again. Sometimes front panel blink zeroes. I figured out that this happens during the defrost mode. I even manually put refrigerator in defrost mode (16) to see that it does stop water dispenser. What can it be? Main board? Water valve?
