Installed new main control board and inverter board. Replaced the filter dryers, and the suction side covered with ice.

Can anyone help me out with this been working on this for quite a few hours. I also replaced the evaporator fan and the defrost resistance test checks out OK. But the suction side is heavily covered with frost.

Sounds like it's overcharged. Evacuate, pull a vacuum and recharge with proper amount of freon. The amount is on the data tag inside.
