Just replaced control board was hit by power surge. After replacing board machine works but clothes are still wet after complete cycle. the machine is spining and pump is working it never seems to get up to speed the clother are still damp enouth to ring out.

I am wondering if your motor or pump was damaged. If the pump does not remove enough water the extra weight will slow down the spin, and it may also be that the motor is not getting up to speed because it is not working properly.

Here is a service manual which will take you through some trouble shooting and testing of the motor and the other components.

Also, make sure nothing is obstructing any of the drain lines both internal and external to the machine and that the pump is not obstructed.
